Pemkab Bangka Akan Perketat Perda KTR

Sungailiat - Pemerintah Kabupaten Bangka kedepannya akan memperketat pengawasan penerapan Peraturan Daerah terkait Kawasan Tanpa Rokok. Sejumlah sosialisasi kebijakan dilaksanakan dalam upaya peningkatan penerapan pelaksanaan di lapangan.
Melalui Advokasi dan Implementasi Perda KTR yang dilaksanakan di Hotel ST12, Bupati Bangka menyampaikan akan melakukan sejumlah pendekatan terhadap penerapan perda tersebut. Dirinya menggangap penegakan perda perlu dilaksanakan atas kesadaran masyarakat sendiri.
"Sebenarnya perda ini telah kita miliki sejak tahun 2014 silam yang mengatur kawasan tertentu tanpa asap rokok. Tetapi implementasi dilapangannya masih sulit diterapkan akibat dari kesadaran masyarakat yang rendah," ujar Bupati Bangka, Mulkan SH MH.
Disamping itu, dirinya menyampaikan penerapan perda KTR menjadi dilema tersendiri bagi pemerintah. Hal tersebut dikarenakan besarnya pemasukan pemerintah dari retribusi bea cukai dari industri rokok.
"Intinya pemerintah tidak melarang dari beredarnya rokok, tetapi yang jadi masalahnya aktivitas tersebut harus dilaksanakan sesuai dengan tempat dan kondisi di sekitarnya. Apabila dilanggar maka dapat dilakukan peneguran bahkan denda," ucap Mulkan.
Wakil Bupati Bangka, Syahbudin SIP menyampaikan penegakan perda tersebut dapat dilakukan pihak Satuan Polisi Pamong Praja bersama dengan pihak Dinas Kesehatan Kabupaten Bangka. Sehingga pemantauan lapangan serta pemeriksaan di tempat fasilitas umum secara rutin dapat dilaksanakan.
"Sejaauh ini pengawasan dari Dinas Kesehatan cukup baik mulai dari pemeriksaan di tempat layanan masyarakat serta pemantauan kandungan CO2 udara. Sedangkan peneguran serta sanksinya dapat diterapkan opeh SatPolPP," tutur Syahbudin.
Selain itu, Kepala Dinas Kesehatan Kabupaten Bangka Then Suyanti menyampaikan data perokok aktiv di Kabupaten Bangka pada umumnya dari masyarakat ekonomi menengah kebawah. Selain itu masih terdapatnya perokok yang masih di bawah umur yang tentunya sangat berbahaya bagi kesehatan.
"Inilah yang selalu kami tekankan untuk kesadaran masyarakat terhadap ketergantungan rokok. Karena jika masih bisa dibina tentunya sanksi tidak perlu dilakukan mengingat mereka juga pada umumnya dari masyarakat menengah kebawah," tutup Then.
